Creating digital News images:
what are the ethics?

Introduced by Jean-Pierre Teyssier, President of Institut national de l'audiovisuel.

Creating real time digital images aiming to illustrate dispatches from Agence France Presse enhances the readability of the news content. But at the same time this new service we are offering the TV channels, particularly the editorial staff of current affairs programmes, is posing a certain number of problems of an ethical nature. Images created under pressure, the involvement of one or more graphic artists and editorial staff, as well as add-ons, cuts and presentation of the content of the original dispatch, these are just a few of the hazards A.F.P. has to look out for.
A discussion group including Jean Miot, President of A.F.P., and two journalists, with Senator Huriet, author of a report on "Images de synthèse et mondes virtuels: techniques et enjeux de société" ("Composite Images and Virtual Worlds: Techniques and Risks for Society"), a report to be submitted in December 1997 to the Office Parlementaire d'Evaluation des Choix Scientifiques et Technologiques (Parliamentary Committee for Assessing Scientific and Technological Options), will provide a better definition of the problems thrown up by this new technology and perhaps establish conditions which will lead to an optimum degree of objectivity.
